Following the revelation of systematic abuse that occurred at the Texas Youth Commission ("TYC") facilities, the Legislature enacted a massive overhaul of juvenile law as it pertains to TYC. The two most important changes, it could be argued, relate to eligibility to be placed in TYC and the maximum age of placement. How have these changes so far impacted Texas youth?...our juvenile courts?...our juvenile probation departments at the county level?...our communities? These questions and more are answered in this seminar.

Hon. Michael H. Schneider, Jr., who is judge of the 315th District Court, Harris County, in Houston. Appointed by Gov. Perry to this court in April, 2006, Judge Schneider was elected to a full term as Judge of the 315th Juvenile District Court in November 2006. As a prosecutor in the County Attorney's Office in Harris County, Judge Schneider worked as the chief civil prosecutor in the 313th Juvenile District Court, where he represented children and the State of Texas in custody cases involving neglected and abused children. He was promoted to Deputy Division Chief of the Children's Protective Division a little more than two years after he joined the County Attorney's Office. Judge Schneider is a member of the State Bar of Texas, the Houston Bar Association, and the Houston Bar Association's Juvenile and Family Law Section. He received his undergraduate degree from Texas A&M University in Political Science, and he earned his law degree from South Texas College of Law (J.D., 1997).
